Health and social care in West Norfolk is on the highest state of alert.
The three hospitals in Norfolk and Waveney, ambulance service, and community and social services have declared a critical incident.
They are announced when health bosses feel they can no longer provide priority care for patients including those with cancer or heart disease.
NHS England confirmed the high state of alert for the area, saying that seasonal flu and the winter vomiting bug had placed extra pressure on services.
