Detailed plans for 300 new homes on farmland at Downham Market have been submitted to West Norfolk Council.
Birmingham-based developer Prosperity Homes bought the land, off Nightingale Lane, from private firm Koto Limited.
The 30-acre site already has outline permission for the homes and a full planning application for the Broad Oaks development was submitted last week, the company said.
A mixture of homes is proposed, including 60 affordable properties.
The Prosperity Group, which specialises in building and selling buy-to-let apartments, launched Prosperity Homes to focus on developing affordable homes for owner-occupiers.
Broad Oaks will be its first housing development.
